FOUNTAIN VALLEY – Registered sex offenders who have committed crimes against children will be prohibited from entering parks in Fountain Valley, the City Council decided Tuesday.
The council unanimously approved the first reading of an ordinance, modeled after a county ban, but defines “park” to include other recreational areas where children may be. The city’s ordinance also differs from the county’s in that it specifically targets sex offenders who have committed crimes against children. Full Article
I would imagine ANYONE who had to go through child court and was ruled allowed to be around minors and their own children (BY A COURT) could challenge this law and win.
California RSOL stated its opposition to such an ordinance in a letter to Fountain Valley dated April 23. We then had a meeting with the mayor, city manager and city attorney on June 19 to repeat our opposition. The District Attorney of Orange County has pushed his agenda to all the cities throughout Orange County. Now 4 of the cities are being sued and the District Attorney Spokesperson had these comments concerning the lawyer filing the lawsuit. I find the attitude of this person very unsettling. Obviously she has limited intelligence to even consider saying this.
She said this:
Susan Kang Schroeder, chief of staff to the Orange County district attorney, defended the local laws as constitutional. Fourteen cities in Orange County have now adopted sex offender rules at the urging of the district attorney.
“Protecting children from sexual predators, I believe, is one of the most important duties of government,” Schroeder said.
She said the district attorney’s office will work with the cities to defend the sex offender laws.
“First of all, it doesn’t surprise me that a San Francisco lawyer would be filing a suit on behalf of a sex offender,” Schroeder said.
Dennis Riordan, the attorney who filed the suit, dismissed the remark.
“If that is the level of legal analysis on which these cities and county are going to be defended, they are going to be very poorly served in their representation,” he said.

I would like to add that Dennis Riordan is no joke. He is one of the best lawyers in California. The OC district attorney really has a challenge here and for Susan Kang Schroeder, chief of staff to the Orange County district attorney to make such a statement shows just how incompetent she really is.
